Demand and Supply Analysis
The 2025 Southeast Wisconsin Demand and Supply Report developed by Align Wisconsin provides an in-depth analysis of workforce dynamics in Racine County, the surrounding region, and also provides comparisons to the state of Wisconsin. The report aims to assess and highlight the critical misalignment between employer needs and workforce supply and readiness. It reflects Align Wisconsin’s goals and priorities in aligning demand and supply in talent and closing the gaps in outcomes including those that exist in income and educational attainment between race and ethnicity, gender, and socio-economic groups. These various points of analysis allow us to identify critical areas of imbalance and outline improvement opportunities through community engagement, policy and practice by employers, education and training organizations, wraparound support providers, and public policy initiatives.
Align Wisconsin is happy to schedule meetings with any local organizations including municipalities and government departments, education providers, boards, employers, community groups, non-profits and workforce organizations wanting to learn more about the specifics of this information or to alter the filtering criteria to different regions, occupations, or demographics. RACINE MAP
As part of our Demand/Supply Analysis, Align Wisconsin partnered with the data team at Higher Expectations for Racine County to examine the areas of the city where improving the unemployment rate will have the largest impact on the city's unemployment rate. By focusing efforts on the five city census tracts outlined in this map, Racine has the best opportunity to end the thirty-five years holding the highest unemployment in the state. By increasing the Prime Age Employment Rate (age 25-54) from 74.1% to 79.2% (5.1% or 467 people), Racine can achieve the state's unemployment rate.

As part of the work of Align Wisconsin, we are partnering with the Hoover Institute at Standford University to research random control studies examining workforce intermediaries across the county, the results of these studies, and what specifically made them unique and successful over time.
